Security rules

Hello,
i use "Security rules" to block all the country but only some country can access my domain.

today,some clients replort their ip be blcoked,
and i check the log,it shows

ASN
AS0 -Reserved AS-
Country
Unknown states, other entities or organizations

do you know why it is ?
