R2 S3 API endpoint TLS handshake failure - cannot connect to bucket

My R2 S3 API endpoint fails TLS handshake from all clients (Windows, macOS) used a hotspot to confirm not internal network.
Generic endpoint r2.cloudflarestorage.com works fine.
Bucket was created ~1 hour ago.
Anyone else experiencing this?
