Add games to steam only adds to one steam account

I have two Steam accounts signed in on my Steam Deck, and would like to add a game to the second account I signed in with. I have tried switching Steam account in both play mode and desktop mode, removing the game from Steam first, adding the game with Steam open and closed, but whatever I do it always adds the game to Steam in the first account only. Is there anything I can do to add the game to the second account?
