Prevent re-uploading deleted files

Hello!
Sorry if it's been already discussed but i cannot find a way to prevent re-uploading deleted files.
I am deleting files from web browser (Workstation PC) and phone ends up re-syncing and uploading again same files. Where can i stop this behavior?
