randomly lower fps than usual

my valorant has been running fine untill like a few days ago when it started just playing at lower fps randomly for no reason, i didnt install or download or anythging likethat
i updated drivers, reinstalled val, and still its not working
also another issue ive been having is that valorant wont load on the first click, i have to go into task manager, end task, and then open again, which in turn takes like 5 minutes to load (why?????????)
ive included clips of the expected fps (corrode) and the current lower fps (haven)
