Could someone help me diagnose the cause for lag on a Forge 1.20.1 server?

Hi,

A server I help administrate is occasionally having quite large performance issues despite a low player count.

Some observations:
- Once the issue starts, it does not appear to stop by itself until the server is restarted. But memory usage doesn't skyrocket so I don't think it's a memory leak.
- The server seems to have quite a few mods that in total results in there being a lot of, albeit different, mobs present very often.

I have this Spark log that I'd like help looking at, https://spark.lucko.me/143Vhr9Rpr.
In addition:
- Two players were online at the time of this snapshot.
- One was standing entirely still on a coast, attempting to using a dimensional shatterer from Alex's Mobs but having nothing happen.
- The other was mining magma blocks in the Nether.

From what I can tell, the cause of the lag is a large number of entities being loaded at once, due to a large number of chunks being loaded. But I can't reason as to why more chunks would suddenly be loaded.. We have no chunkloaders to my knowledge either.

If anyone could look at this, I'd greatly appreciate it. Thanks in advance!

P.S. In addition, if anyone knows any tools for debugging if specific chunks cause lag, do tell!
