Program volume keeps changing.

So with Firefox at least, there's a separate volume bar for the browser itself that can be found when hovering over the program icon on the taskbar and letting the small preview pop up, this keeps lowering for me for some reason.
Now it probably has something to do with my scroll wheel and using it for navigating the browser of course, but I'm not sure causes it to affect the program's volume setting and if I could disable it from doing so somehow.
