Steam download speed issues

Hey everyone, I have an issue with Steam specifically. I'm running the bazzite-nvidia deck image, and download via Ethernet, Wifi yields same results. My usual speeds would go ~900mbps, and Steam is regardless of what game not going further than like 20mbps. They are fine everywhere else in bazzite.
I have tried:
Disabling IPV6 (re-enabled)
Disabling any form of power saving via terminal and in Dev settings from Steam
Steam reset command (ujust fix-reset-steam)
Reboots
Disabled HTTP/2 in steam console (re-enabled)
I cannot change my download region, for whatever reason. It defaults back to what it was before when prompting to restart.
