Cleaning hardened(?) denim

Got kind of a weird one, don’t even know if there’s a solve. Bought these pants and this residue on the back is hard, and part of the area around is very stiff. I tried soaking it in oxi-clean solution but it didn’t loosen/soften anything. Anyone have any experience or wisdom they can impart?
