Difference between dashboard and wrangler

I’m just trying to figure out what the difference between working on a worker via the dashboard and doing the same through wrangler is. I know with wrangler I can use other npm packages and use the toml/json file (?) but otherwise can’t really tell. I’m also not at my computer at the moment or would be trying it out myself and there doesn’t seem to be anything about this on Google
