Hidden FPS Limit/Throttle

Hey guys, I got a newer laptop with 32gb ddr5 ram, an i9-14900hx, and 4060, and when I play valorant, it seems like something is throttling performance because my gpu maxes out at ~60% usage and my cpu maxes at ~20-30%. Thermals don't seem to be an issue because nothing is getting above 70 degrees. I have a 360hz monitor and I'm averaging ~280 fps, so I'm definitely not complaining at all, its awesome, but it just feels like I should be able to get to that 360 fps more often.
