sending 64 packets or sometimes sending the full 128 but super inconsistent

so I recently have been playing bad in my games and I've tried port forwarding and everything in the book and sometimes I do get the full 128 packets sent but its super inconsistent most of the time its either 50 70 64 somewhere along those lines if someone can help me that would be great
