Running Sunshine headless in -deck mode

I've got a living room nvidia-deck machine which I've been using as a headless streaming host. Due to a bug: https://github.com/ValveSoftware/gamescope/issues/1596 I've been ssh-ing to the box and running
I'd like to use sunshine/moonlight to just stream directly from the 'deck'/gamescope session. Sunshine doesn't start in this mode and it even fails to start in plasma when it doesn't have a display ( TV is powered off).
Is there a reliable way to get moonlight running in gamescope with no display?
