controller inputs not recognized by games after alt tab

im having a very odd issue when using my switch pro controller with steam games. when the game starts, everything is normal, but if I alt tab, the game will stop recognizing any inputs whatsoever. alt tabbing back in doesn't help, and it doesn't matter if the game is in fullscreen or windowed mode.
the odd thing is that the controller is still fully recognized by both the calibrator in bazzite and steam itself, like i can still open the big picture mode menu with the home button. it's just that any in game inputs are completely unrecognized
bazzite has been great otherwise. anyone know what could be causing this?
