What’s best for self-hosted websites with multiple providers/IPs?

So, here is what we have: own beefy servers on a location, where multiple ISPs are connected, each provides us with static IPs for the same servers so we can switch providers when one of them is down.
My question is: how can we use Cloudflare to have auto-switch so our websites are always online or at least very small downtime when current main provider is down?
Please note that there are dozens of small websites. Majority of them are served by the same server. So, paying per domain will be a lot.
Sorry if I am missing something, but from what I see Cloudflare Load Balancing pricing is based on domains. Can it work based on pools or something?
Would really appreciate advices on failsafe Cloudflare setup for this.
