Constant system-wide stutters

I am admittedly using an NVIDIA card, and I have basically no experience running linux, and none at all in a desktop environment. I have tried multiple distros and even swapped branches and Nvidia driver packages, but nothing gets rid of these stutters. It is as if the system is getting in micro-sleeps while running, just stalling everything but sound for a fraction of a second, making games unplayable and the entire system unusable.

I am using an RTX 3070 and AMD Ryzen 7 3700X on an ASUS B450-F gaming II motherboard with 32gb ram and the OS on a 2tb Samsung NVME SSD.

I have 2 monitors connected, 1440p@120 and 1080p@60.

The stutters look identical to the video included in this post: 🛟bazzite-helpconsistent stutters in webview and desktop

If anyone could tell me if there's a version I could rebase to that works on my hardware, or if there are any fixes for my problem, I would greatly appreciate it.
