Headless LXC server install - brew as root

I'm struggling with getting things right because all install methods require brew, which is generally a horrendous package manager.
In my LXC on proxmox, even with a new user that's not root, I can't seem to be able to install homebrew. This made the standard installer and the ansible installer fail.
Is there anyone who made this work on proxmox, which is the most popular homelab OS, or are people just running it in Docker?
