Combining datapacks for a dedicated server

Hi! I found a tool to combine datapacks into one file online to be added to my

server.properties

file and know how to do that, but a lot of the things I am trying to add with these say to upload the pack both to the

world/datapacks

world/datapacks

folder and also add it as a resource pack to

server.properties

server.properties

. Would I just add the combined file I use in

server.properties

worlds/datapacks

worlds/datapacks

, or should I individually add the un-merged datapack .zip files to

worlds/datapacks
