minecraft underperforming

MC 1.20.xi am running minecraft on a laptop with 16 ram, 4060 gpu, i7-14650HX cpu, i tried running mc 1.20.1 with some mods, mostly just distant horizons, terralith, alex mobs and caves, and using BSL shader on medium settings and the important performance mods like embeddium.
the issue is that i get a very shaky 80 fps with constant stutters, and there is this constant issue of flying mobs freezing in the air for a few seconds mid flight, and i often run into graphical issues with distant horizons rendering.
its clear that the game isnt running well for me, is my hardware too weak for distant horizons and bsl? ive been told it is more than enough but idk what to make of these issues, ive had them for such a long time and they've stopped me from playing the game for years.
