KDE Window Rules clearing when closing window

I am attempting to create a basic rule in KDE that forces Firefox's picture in picture window to stay on top. When configuring it, I can exit the settings for the rule and see it in the list of active rules. However when I close the Window Rules window, and re-open it, no rules are present and the rule does not seem to be working at all.
Solution
yeah i changed it to yes, i just recreated it for the screenshot. for some reason its actually saving when closing the window so i'll just close this and re-open with a recording if it happens again.
