How to resize a partition

Bazzite is my OS. I am not dual booting.
I am trying to put the latest Bazzite ISO on a 256GB USB but I don't have permissions. It shows that the owner does but not the group. When I try to change the group permissions in properties with Dolphin to View & Modify it just says it could not change permissions.
My actual issue is that my bazzite_fedora has run out of space. It has 100gb on a 1tb drive. I would like to give it the rest of the drive. To do that I understand that I need to go into the installation mode for the Bazzite ISO and find something live.
When I try to just drag or paste the ISO into the 256GB it says it doesn't have enough space. The only thing on the USB is the Bazzite installation files that I originally installed with. Why would it say I don't have enough space?
