every 8 seconds i get stutters/hitches

my pc specs are rx 9060 xt 16gb and ryzen 7 7800x3d,
every 8 seconds i get hitches i have tryed everyhing that i know but its still not gone. when i play deathmatch or just practice mod i cant see anystutters but when i play comp or swift play, unrated the problems start coming i think its something with the util but im not that smart in pc stuf so can someone help me pls
