Valorant FPS fluctuating

guys, ive been having this issue on valorant for a while, where the FPS is constantly fluctuating and is not stable. I brought my PC to my local Canada computers parts and electronics to fix it and we had multiple back and forths with my PC because they couldnt figure it out and couldnt fix it, until the last time when they finally "Fixed" the issue, it was gone for a good couple of months and then the issue came back again. during those couple of months the issue did come back but it was very minor, often times occuring for around 5 seconds then going back to normal. But now, the issue fully came back and im having my FPS constantly fluctuating
