Stuttering Audio over HDMI

Problem
I am unable to get my HTPC to output clean audio over HDMI when connected directly to my TV at 4K 60Hz. The audio stutters rapidly with an apparent pitch shift upward. Stepping down to 4K 30Hz fixes the audio, but leaves the whole system feeling correspondingly sluggish. Audio sources I've tested include Firefox (Youtube) and system sounds.Additional Details
* I have already tried swapping the HDMI cable for a newer / higher-bandwidth HDMI 2.1 replacement.* I have already tried switching to a mini-displayport to HDMI cable.
* This PC used to run Windows 10, and the audio was working without issue at 4K 60Hz.
