How to access localhost while testing locally?

I'm working on a worker which is more or less a proxy. It has a fetch handler which removes a few headers and adds a few others and then forwards the request to another URL. When testing the worker locally I try to forward the requests to a dummy server running on localhost. I want to check if it fowards the requests as expected. However it seems to be impossible to access localhost from within the testing environment. Is that a known limitation?

This is a simplified version of my worker implemenation:

export default {
    fetch({ body, headers, method }) => fetch(new Request(
        headers.get('forward-url'),
        {
            body,
            headers,
            method
        }
    )),
}

export default {
    fetch({ body, headers, method }) => fetch(new Request(
        headers.get('forward-url'),
        {
            body,
            headers,
            method
        }
    )),
}

I try calling it like this when running the tests:

const response = await SELF.fetch(
    'https://example.com',
    {
        headers: { 'forward-url': 'http://localhost:1234' }
    }
);

const response = await SELF.fetch(
    'https://example.com',
    {
        headers: { 'forward-url': 'http://localhost:1234' }
    }
);

The code works fine if I forward the request to example.com. But that's of course not an option if I want to inspect the request.
