How to test Row-Level Permissions?
I successfully upgraded my self-hosted installation from v1.15 to v1.16.2 and noticed that the long-awaited Row Level Permissions feature is now available under the Early access section

I also see a new standard “Owner” field, which I assume is related to this functionality. However, I have not been able to find where or how row level permission rules are actually configured. I could not locate any screen or setting to define conditions or access rules based on this field.
Could someone please provide guidance on:
- How row level permissions are intended to work from v1.16.x?
- Where they can be configured (if already exposed in the UI)?
- How to properly test this feature in a self-hosted setup?
