Storage Template Migration Stalled

Hi all, I performed the following steps and am running into trouble:
- Updated storage template to use per-month subdirectories instead of per-day.
- Added storage labels for all users (2 in total).
- Performed storage template migration.
- Modified storage template again, this time changing the filenames to include a timestamp.
- Performed storage template migration.
During the second migration, the process appears to have stalled, with no disk activity being observed. I also attempted the following debug steps:
- Pause/unpause migration
- Pause migration, restart immich, and unpause migration
I also don't see any logs that would indicate that there are issues.
