1.8.x - 1.21.8 proxy connection

Spigot/ForksProxyguys I have 3 server file for proxy,
1.21.8 for survival (paper)
1.21.8 for lobby (paper)
1.8.9 spigot for factions (not supported Ig)
but I've got a issue, when all the other servers are linked to each other with velocity 1.21 it has no problem, but the 1.8 is not supported by velocity, and as i saw there are servers doing it and It works flawless so I tried a bit also but since its my first time on linking servers I couldnt, is there any way to add them?
I can give needed infos from files or logs if theres an error
