RatOS shutdown not shutting down the Octopus board.

When I click on the Shutdown link in the web interface, I see the Pi console go through the shutdown process.
Why does the Octopus v1.0 board not get shut down? I see the POWER_DET pin go high once the Octopus is initialized. It does not go low when the shutdown process runs.
I believe but have to verify that after a shutdown, one or more heaters remained powered.
