Need Help with weird Disc Drive issue.

I have this disc drive, a Panasonic LKM-KB23, that should be able to read, write, and play pretty much anything from DVD to Blu-Ray, but when I tried to test it with a simple DVD, VLC just hangs. I installed an older DVD drive under it which is able to read, write, and play DVDs just fine.
The Panasonic drive is able to see the files on DVDs and Blu-Rays, but it can't do anything with them. CD playback does work fine on both of them.
Would anyone know what could possibly be going wrong here and what troubleshooting steps I should take?
