Signal group messages fail with "Group not found" - group ID incorrectly lowercased
Description
When sending messages to a Signal group via the message tool or CLI, the group ID is lowercased somewhere in the processing pipeline. Signal group IDs are base64-encoded and case-sensitive, so this causes "Group not found" errors.
Steps to Reproduce
1. Have a Signal group with ID like dZ6xJ5tZDd3f2zVHwSLa/x0v9LHmwWKWhkSLpmXaEDo=
2. Try to send via CLI:clawdbot message send --channel signal --target "group:dZ6xJ5tZDd3f2zVHwSLa/x0v9LHmwWKWhkSLpmXaEDo=" --message "test"
3. Error: Signal RPC -1: Group not found: dz6xj5tzdd3f2zvhwsla/x0v9lhmwwkwhkslpmxaedo=
Note the group ID in the error is lowercased.
Expected Behavior
Group ID should be preserved exactly as provided (case-sensitive).
Workaround
Direct RPC to signal-cli works correctly:
