How do I stop my arms and head from moving when I look around

What's the point of having my head and arms swing around when I move my screen but the other players don't see that. Also if I have my screen looking down so I can better see the range of my opponents weapon, why is it that when I have my camera that way and I use my weapon it assumes Im trying to swing on the ground. Like it's making me aim with my melee that isn't even a projectile
