Constant / Intermittent Network Issues

I'm having issues with poor network. There is nothing wrong with my internet, but when I visit speedtest.net, or fast.com, the download speed struggles around 40Mbps, with very high latency. When I do a speed test to my local server, it flatlines at 2.5Gbe.
I am getting constant notifications about networking.
I'm new to Bazzite, and new to Linux in general. I do believe that the hardware is realtek.. but I'm not sure. The issue appears to be outgoing traffic, not local traffic.
