Cannot restore paused project backup to new project

I’m trying to restore a Supabase project that has been paused for over 90 days.
Dashboard restore is disabled, so I downloaded the database backup and created a new project.
Local restore via psql always fails with:
FATAL: password authentication failed for user "postgres"
I reset the database password multiple times and used the pooler connection string exactly as shown in the dashboard.
Has anyone successfully restored a >90 day paused project backup recently?
Is there a workaround when pooler authentication fails? No Access
