Laptop: Intel Core i5-11400H, 16 GB RAM
GPUs: NVIDIA RTX 3050 Ti Mobile + Intel UHD Graphics
NVIDIA Driver: 590.48.01
Proton GE (latest version) via Heroic Flatpak
Already updated Heroic flatpack.
So my Rocket League was fine until today, I don't know what changed but I suddenly don't get more than 22 fps anymore. It doesn't matter what Proton Version I try to use.

Solution
Try updating your system and then setting the power profile like this:
powerprofilesctl set performance
powerprofilesctl set performance
