Extreme FPS/Screen Stutter

I have a HP Victus 16 Laptop, RTX 3060 / i7-11800H. Playing games on an external monitor (Asus VG27AQ). Stutters are exactly as shown in the video.
Tried many things to fix it, not sure what to do. In btop, P prefs jump from 0 to p3/p5/p8 as soon as stutters occur. I cannot switch tabs or anything, very slow if I attempt to do so.
Maybe these logs will help (see attached), I attained them with the ujust get-logs command (I hope this is correct way of doing so). Added my Mangohud monitor screenshot as well, for more info on what's going on during the freeze.
All help will be greatly appreciated.
