Non-valorant related Windows issue with WindowsExplorer

I know this isnt really something about Valorant but id take the shot to see who can help:

My brothers laptop when turning on, Windows began to loop like crazy, like explorer is restarting the whole time on desktop and cant do anything more than Ctrl + Shift + Delete to open task manager

Anyone knows a fix for this?
I'd appreaciate any help :)
