Billing restriction not lifted after new billing cycle

Issue:
My organization is restricted with "Cached Egress Exceeded" (402 status on all API requests), but my new billing cycle
just started on Feb 5, 2026 and all usage shows 0.
Details:
- Plan: Free
- Billing cycle: Feb 5 ~ Mar 5, 2026
- All usage metrics show 0 (Egress: 0/5GB, Cached Egress: 0/5GB, etc.)
- Dashboard even says: "You have not exceeded your Free Plan quota in this billing cycle"
- But the restriction banner still says: "Cached Egress Exceeded"
- All API requests return 402 Payment Required
Expected: Restrictions should be lifted after billing cycle reset.
