Invalid Resx file error in github windows runner

I recently converted an old winforms project's csproj to the newer sdk format. This has a bunch of resx files for all the forms in the project. Building locally and running it works great. However, when attempting to build on a windows runner in github using msbuild, I get this error for almost all the resx files:
The ones giving an error usually just have a single resource, which is for the Icon of the form and it's using a .ico file sitting in the project root. looks like the attached image. There are a few with
This is a custom windows runner which I cannot change, but I can request changes if necessary. I believe it's based off of a windows 2022 server and built with the bare necessities.
