I just got the base model iPhone 17 and I realized that even with my gyroscope being maxed at 400 it feels capped as if I hit a wall when I hip fire aiming to the left/right . (Is it because the phone isn’t fully optimized for PUBG mobile or is it an iOS issue? )

You can submit a bug report from https://pubgmobile.live/bugs. PUBG MOBILE Team should be able to confirm this for you.
