Scheduled Alerts not being received on Telegram
Issue Description:
There is a recurring problem where scheduled jobs configured with sessionTarget: "isolated" and delivery: { mode: "announce", to: "<user_id>" } are not delivering their messages (announcements) to the Telegram chat.
Observed Behavior:
• Jobs are listed in cron list and appear to execute successfully (e.g., lastStatus: "ok").
• Affected jobs include various scheduled digests, reports, and reminders.
• Basic direct messages sent via the message tool are functional, indicating the channel connection itself is operational.
• The issue appears specific to the announcement mechanism that relays messages from isolated sessions back to the primary chat.
