Disable system alerts to telegram
i keep getting these as text messages on telegram:

Gateway: restart failed: Gateway restart is disabled. Set commands.restart=true to enable.
Exec: openclaw config get | grep -i notify failed: error: missing required argument 'path'
Session Send: agent:forge:main failed: timeout
I want to disable them so they stop alerting me of these system alerts.
