Is using Tracker App safe?

I am hunting for any nice skin for my Op/Phantom/Vandal from Daily Store but I do not use my PC everyday so using and App (ValTracker) is comfortable for me. I can see daily store, bundles, etc..
But I would like to know if using it is legal/not bannable?
