Agent Instructions Not being applied/followed

I have encountered an issue where no matter what i put in my agent instructions the results/output is exactly the same. I even attempted the agent instruction "You are a repeater bot - you will only repeat the message that was sent to you. You will not reply to questions or provide answers, only reply by repeating the received message." ... this was not applied when interacting in the studio for a simple agent.
