sessions_spawn ignoring model parameter

When calling sessions_spawn with model: "xai/grok-4" or model: "xai/grok-4-latest", I get:
"warning": "model not allowed: xai/grok-4"
"modelApplied": false
The model is in my agents.defaults.models config and works fine as a fallback and in the main session. xAI auth is configured and working. But spawn always ignores it and runs on the primary model instead.
Also tried setting agents.defaults.subagents.model to xai/grok-4 — same result.
Is there a separate allowlist for spawn models? Running OpenClaw 2026.2.12.
