"Prefill from default contact" button not functional

Issue location:
Dashboard -> registrar -> manage domains -> <my_domain> -> contacts -> click "edit" on any contact -> Prefill from default contact

Expected behavior:
All fields are prefilled from default contact.
Actual behavior:
Phone
Phone
field is quickly cleared and refilled with the same (incorrect) info.
Additional Info
- I am using the new dashboard UI. - I have reloaded the page (with & without cache override) and double-checked that the default contact saved correctly. - I have waited 10+ minutes for a confirmation email after updating the default contact. No email received. (No indication that an email is required at all so just being thorough).
