TDP limit seems to be somewhat inaccurate depending on setting?

Silent 13W TDP seems to draw that amount of power in practice.

So does turbo 35W, but 17W performance seems to draw closer to 25W.

the higher tpd settings can temporarily consume more power when the cpu is boosting, but over time it will go down
