FPS drop

Hi , I'm hoping someone can help me with a severe FPS issue.
While playing, my Client FPS keeps dropping from around 400 down to 90 in a very consistent, wave-like pattern, and then immediately goes back up (as you can see in the attached movie). The Server Tick Rate is completely stable at 128, so it seems to be a client-side/PC issue rather than a network problem.
