Bug: sessions_spawn fails with "pairing required" in loopback mode
Config: gateway mode local, bind loopback, auth token (also tried none).
sessions_spawn always returns:
gateway closed (1008): pairing required
Gateway target: ws://127.0.0.1:18789
Source: local loopback
Sub-agent config exists (agents.defaults.subagents.maxConcurrent: 8). Models configured in agents.defaults.models. Version: 2026.2.21-2.
Expected: sub-agents should work in loopback mode without pairing.
