Unable to make file executable on removable device (Kindle Oasis 8th Gen)

Following the instructions on https://kindlemodding.org/jailbreaking/prevent-auto-update/ I am unable to complete the step that requires changing the Filler.sh script to executable. The change will not apply from the terminal or the GUI. Moving the script to the desktop and changing its flags does not preserve the change when the file is placed back onto the removable device.
